A, beggar is
a well known figure. He is often a
strong man or a clever boy. He is a well-built and is quite hale and hearty.
But he pretends to be ill or distressed and hungry, or robbed of his cash and
luggage in the course of a journey.
Sometimes he says that he needs money for his treatment or the burial of his son or aged mother. Thus he is a
past-master in winning the sympathy of the people by telling lies. But he
manages to collect twenty to thirty rupees a day to spend them in any way he
likes. He drinks and gambles and goes to the pictures to enjoy himself. He has
no worries, no taxes to pay, and nobody to support. He leads a care-free life.
Sometimes them to make them beg for him. Sometimes he sells them to those who
need them as slaves. He is not even afraid of committing thefts. He is, in
short, a cheat, and deserves no help or sympathy. But even if he is a harmless
human being, he is a burden on society and a problem for the government.
